If China develops its own 3G standard, it could save onthe royalties it would otherwise have to pay foreign firms fortheir gear-a tab that reportedly runs into the hundreds ofmillions of dollars. And if China's standard gained favorabroad, its companies could then collect royalties fromforeign counterparts. Not least, Chinese firms wouldprobably enjoy built-in cost advantages given the scale oftheir home market.①
"If we use an overseas standard, then the technology iscontrolled by foreign manufacturers," said Hua Yang, secretary general of the TD-SCDMA Industry Alliance, aconsortium of Chinese technology companies led by DatangTelecom that was formed last fall to test and market the newstandard. "If China has its own standard, then the domesticenterprises can master the technology by themselves, so theycan be at the same competitive level with overseasmanufacturers." China's push to develop mobile phone technologycomes as the government is pressing the creation of ahomegrown standard for high-definition television and is thelatest sign that the world's most populous country is seekingto leverage its scale to the advantage of Chinese companies.② 插图: ![]() |
