作者简介:
Professor Yang Fengchun was born in 1963 in Tongling,Anhui Province.He is no associate professor at Peking University's School of Government,researcher at its Institute of Political Development and Governance,and senior dean of Academy of e-Government.In 1987,he graduated from Peking University's Department of International Politics with a master's degree in political science.Since then,he has been researching and teaching contemporary Chinese government,politics and electronic government at Peking University's School of International Politics,the School of Government (formerly the School of Politics snd Administration)and Academy of e-Government.His works include Contemporary Chinese Government,China's Mainland Government and Politics,and The Politics of Consumers,Outline of e-Government.Among his papers and research reports are "Connection Between the Educational Levels and Political Participation of Farmers"and "The Development and Significance of the Chinese Monarchical System."He was also in charge of the National Social Science Research Fund youth project"Government Policy,Income Distribution,and Social and Political Stability"and of the fund's project "Research into Chinese e-Government Modes."

b) The Organs of the Local Pro curatorates at All Levels
In accordance with the stipulations of the Organic Law of the People's Pro curatorates of the People's Republic of China, a pro cura to rate at any level has a procurator-general, deputy procurators-general and procurators, and establishes a pro curatorial committee. The term of office of the procurator general at all levels is the same as that of the people's congress at the corresponding level. The procurators-general of the procuratorates of the provinces,autonomous regions and municipalities directly under the central government are elected or removed by the people's congress of the provinces, autonomous regions and municipalities directly under the central government, and the deputy procurators-general, members of the pro curatorial committees and procurators of these pro curato rates, and the procurators-general, deputy procurators-general, members of the pro curatorial committees and procurators of their branch procura to ratesare appointed or removed by the standing committees of the people's congresses upon the recommendation of the procurators-general of the procura to rates of the provinces, autonomous regions and municipalities directly under the central government. The appointments and removals of the procurators-general of the procuratorates of the provinces,auto no mous regions and municipalities directly under the central gov-ernment shall be reported to the procurator-general of the Supreme People's Procura to rate for approval by the Standing Committee of the National People's Congress. The procurator-generals of the pro cura to rates of the autonomous pre-fectures, cities directly under the provincial governments, counties, citiesand districts directly under the city governments are elected and removed by the people's congresses at the corresponding levels.
