中国城市发展与城市化:许学强教授英文论文选集

这是搜集的是作者以英文在境外发表的20篇学术论文（1篇在国内发表），其中大部分发表在国际学术刊物上，少部分发表在英文书籍中。这些期刊大多数是国际顶尖的学术刊物，在学科领域中具有较强的权威性。如The China Quarterly，The Annals Regional science，Third World Planning Review，International Journal of Urban and Regional Research、Urban Geography等。有6篇论文被SSCI收录。
就论文的内容来说，主要涉及三个方面：①单个城市研究。搜集的3篇英文论文研究了广州的区位条件、发展历史、功能定位、土地利用与城市规划演变及广州社会空间等。②珠江三角洲区域发展与城市化研究。搜集9篇论文，研究了珠江三角洲区域经济发展差异、区域管治、跨境运输网络，特别是集中研究了对外开放条件下城镇发展特征、城镇发展问题、城市化动力机制、工业化与城市化等。③中国城市体系与城市化研究。搜集的8篇论文，研究了中国城市体系，包括规模结构和空间分布、新城市及城市体系的首位度；研究了中国城市人口增长、城市化及其省际差异；此外还涉及到城乡人口迁移。

Expenditure in the provision of infrastructure and urban facilities can be reduced Since a young labor force resides nearby，inexpensive labor is available．As the investment environment is improved，more foreign capital can be attracted．In addition，if an industrial area is planned，the three major kinds of pollution can be controlled in an integrated effort，and there will be a more efficient utilization of land．（A survey shows that 40％of land can be saved up if industrial areas are located away from populated centers）．Therefore，industrial estates should be established by economic principles，and industrial district plans should be prepared．Third，in cities and towns near hilly and terrace areas，farmlands（particularly fertile ones）should not be converted but reserved for cultivation．Minimizing the conversions of cultivated land should be one of the major criteria in evaluating alternative plans．
Lastly，legislation should be formulated quickly，and economic measures adopted to encourage development agencies to protect cultivated land．Land taxes should be levied according to the quantity and quality of land．Nonfarm land use that is above certain limits should be cut back，or a progressive tax should be imposed on those extra nonfarm land.
