The Security Council has held forty-nine meetings since it was established last January and has dealt with six concrete issues relating to the maintenance of peace and security which have been brought before it under Chapter VI of the Charter:
Two bodies of vital importance attached to the Security Council- the Military Staff Committeeand the Atomic Energy Commission--are actively pursuing their tasks. The Military Staff Commit-tee is preparing the basis for the agreements ro-
vided for under Article 47 of the Charter upon which will rest the system of military enforcementat the disposal of the Security Council. Still morecrucial is the work of the Atomic Energy Comis-sion, upon the success of which, indeed, as em-phasized by all its members, the entire issue of world peace or world destruction may depend.
Let me turn now to the work of the Economic and Social Council. While the Security Council and its organs stand guard against threats to the peace,the Economic and Social Council, to quote Presi-dent Truman, "mobilizes the constructive forces of mankind for the victories of peace."
The five nuclear Commissions set up by the Council in February--the Commission on Human Rights (with its Sub-Commission on the Status of Women), the Economic and Employment Commis-sion, the Temporary Social Commission, the Sta-tistical Commission and the Temporary Transport and Communications Commission--met in April and May and drew up recommendations conncern-ing the permanent organization and the programme of work in their respective fields. A Special Com-mittee of the much discussed question of the form of the international organization to deal withrefugees and displaced persons produced an agreed
scheme after two months consideration.
